			<description><![CDATA[Just a bit of an on-going pet peeve of mine on this subject: While it is in no way inaccurate to say that this body is a civilian review body, it becomes somewhat improperly used when it is used to imply that police officers in Canada are not themselves civilians. In short, something is either civilian or military, according to the usual terminology in international humanitarian law. It cannot be both and it must be one or the other. As the responsibility for the military lays solely with the federal government, any law enforcement agency that purports that they are anything other than civilians is essentially making an argument that they are ultra viries.]]></description>
