Jennifer Kacaba

Jennifer Kacaba is Corporate Secretary & Senior Counsel at the Ontario Energy Board, where she advises the Board of Directors and executive leadership on corporate governance, as well as complex legal, regulatory, and strategic matters.

Prior to returning to the OEB, Jennifer served as Corporate Secretary and Senior Counsel at Invest Ontario, where she provided advice on a wide range of agency matters, including corporate governance and transactions under the $600 million Invest Ontario Fund. She previously served as Corporate Secretary to the OEB’s Board of Directors, where she was a trusted advisor to the Board and its committees, led governance modernization initiatives, and developed the OEB’s ESG strategy. Earlier in her career, Jennifer was Senior Counsel at the Ministry of Energy, advising on government strategy related to energy resource development, public law, as well as the management of civil litigation and trade law disputes.

Jennifer is a recipient of four Ministry of the Attorney General Excelsior Awards for Outstanding Achievement and a Ministry of Energy Star Award. She holds a B.A. (with distinction) in Psychology and a J.D. from the University of Western Ontario, an LL.M. in Public International Law from University College London, and professional designations including the GPC.D from Governance Professionals of Canada and the Governance Leadership Designation (GLD) from Ivey Business School Executive Education and Governance Professionals of Canada.
