The justice minister also announced several judicial appointments in Quebec, Manitoba, Alberta, BC
Darren Thorne and Andrew J. Brouwer have joined the Federal Court as judges, announced Arif Virani, justice minister and attorney general of Canada.
Thorne replaces Justice H.S. Brown, who became a supernumerary judge on June 15, 2024. Thorne is a member of the Refugee Appeal Division at the Immigration and Refugee Board of Canada in Toronto.
Brouwer takes the place of Justice M.D. Manson, who became a supernumerary judge on February 18, 2025. He is a senior counsel at Legal Aid Ontario’s Refugee Law Office in Toronto.
Both focused on immigration and human rights issues in their respective practices.
Virani also announced judicial appointments in the following provinces:
Bruno Guillot-Hurtubise has been appointed a Superior Court of Quebec judge in the Longueuil district. He occupies one of two remaining positions authorized under Bill C-74 (2018) in Longueuil.
Guillot-Hurtubise was a coordinator at the Service de Recherche for the Superior Court of Quebec at Ministère de la Justice du Québec in Montréal.
Stikeman Elliott LLP partner Patrick Girard has been named a Superior Court of Quebec judge for the district of Montréal. He replaces Justice T.M. Davis (Montréal), who became a supernumerary judge on October 6, 2024.
Myers LLP partner Douglas E. Johnston has been appointed a His Majesty’s Court of King’s Bench of Manitoba (Family Division) judge in Winnipeg. He takes the place of Justice W.R. Johnston (Winnipeg), who became a supernumerary judge on October 9, 2024.
MLT Aikins LLP partner Christian L. Monnin has been named a Court of King’s Bench of Manitoba judge in Winnipeg. Monnin is set to replace Justice C.W. Martin (Winnipeg), who becomes a supernumerary judge on March 13, 2025.
Caroline H.C. Magnan has been appointed a Court of King's Bench of Alberta justice in Calgary. She takes the final remaining position authorized under Bill C-74 (2018) in Calgary.
She directed the French Common Law Program at the University of Ottawa and was a Juristes Power Law counsel in Ottawa.
Supreme Court of British Columbia judge Heather MacNaughton has been named a justice of appeal at the Court of Appeal for British Columbia in Vancouver. She replaces Justice D.C. Harris, who became a supernumerary judge on January 1, 2025.
Nathanson, Schachter & Thompson LLP partner Julia E. Lawn takes MacNaughton’s place as Supreme Court of British Columbia judge in Vancouver.
