Marjorie Michel, federal health minister, has announced the following appointments to the board of the Patented Medicine Prices Review Board (PMPRB): administrative labour lawyer Peter Moreland-Giraldeau as vice chairperson and retired lawyer Conor McCourt as a member.
“I congratulate both Mr. Moreland-Giraldeau and Mr. McCourt for their appointments to the Patented Medicine Prices Review Board,” Michel said in Health Canada’s news release. “Their qualifications and collective experience will be strong assets to the Board as it delivers on its mandate to support Canadians’ access to fair prices patented medicines.”
Moreland-Giraldeau has sat as a PMPRB board member since October 2023. In his new role as vice chair, he will support Anie Perrault, the chairperson appointed at the end of January.
As for the new board member, McCourt practised in the areas of pharmaceutical patent law and agency, health regulatory affairs, and pharmaceutical and biologics market access and pricing.
About Moreland-Giraldeau
With eight years of broad professional experience, Moreland-Giraldeau has practised across different jurisdictions and worked on matters involving adjudication and tribunal governance.
As legal counsel at Alberta Health Shared Services, he manages a high volume of labour and employment cases. He has also chaired the Service Alberta and Red Tape Reduction Appeal Board and sat on the Canmore Assessment Review Board.
For seven years, Moreland-Giraldeau served as in-house counsel for the Appeals Commission for Alberta Workers' Compensation. In this role, he helped decision-makers navigate adjudication and decision-making standards.
He previously chaired the Canmore Subdivision and Development Appeal Board. He also worked across all levels of government, including the UK federal civil service, the Scottish government, and the Alberta and Ontario governments.
Moreland-Giraldeau gained admission to the Alberta bar. He received an MBA, an LLM, and an LLB.

According to Health Canada’s news release, the PMPRB is an arm’s-length organization of the federal government that seeks to safeguard the interests of Canadian consumers by ensuring that the prices of patented medicines sold in the country are not excessive.
The PMPRB’s responsibilities also include reporting on pharmaceutical sales trends, medicine pricing, and patentee spending on research and development.
Health Canada emphasized the federal government’s commitment to adding highly qualified members to the PMPRB who can advance the interests of Canadians through an open, transparent, and merit-based selection process.
