Locke Lord LLP – an international firm headquartered in Dallas, Texas – and Troutman Pepper Hamilton Sanders LLP – a national firm headquartered in Atlanta, Georgia – have announced the largest law firm combination this year, Reuters reported.

The firms agreed to merge into a new entity called Troutman Pepper Locke, as of Jan. 1, 2025. They announced the combination after a vote by their respective partnerships on Sept. 5.

Troutman Pepper Locke will have over 1,600 lawyers distributed across 33 offices in the U.S., including in 10 of the country’s largest legal markets, according to Locke Lord’s news release. The new firm will also have two offices in Europe.

Locke Lord and Troutman Pepper share practice areas in industries such as energy, financial services, health care and life sciences, insurance and reinsurance, private equity, and real estate.

“The reasons for this merger go beyond complementary areas of practice,” stressed Tom Cole, Troutman Pepper’s chairman, in the news release. He will also be chairing the combined firm.

“We are enthusiastic about collaboratively building upon our experience with the clients that we already serve and introducing Troutman Pepper Locke to new clients and markets,” Cole also said in the news release.

Troutman Pepper Locke’s new vice chairs will be David Taylor, Locke Lord’s chairman, and Ashley Taylor, Troutman Pepper’s vice chairman.

“The expanded footprint of Troutman Pepper Locke will allow us to offer a far deeper bench of attorneys to advise clients on complex transactional, litigation, and regulatory matters,” David Taylor said in the news release.

Meanwhile, Amie Colby will serve as the combined firm’s managing partner. She is Troutman Pepper’s managing partner.

“We are incredibly excited about our future together,” Colby said in the news release.

This year also saw Allen & Overy and Shearman & Sterling completing a merger to form the new firm A&O Shearman, which has almost 4,000 lawyers, noted the article by Reuters.
